Visitor numbers to online video aggregator blinkx have risen recently, so much so that it has jumped into the online video top ten list according to a recent Nielsen report of video usage in the US Ranked by video streams watched during July 2009, also included are top sites such as YouTube, Yahoo!, MSN, MTV, and CNN.

According to the report, there has been a 31% plus in the number video streams since last year, and a 42% growth in time per looker.

 Blinkx has signed more than 350 media partnerships, including deals with several national broadcasters, and the service offers more than 26 million hours of video.

Microsoft is hoping that its pilot service, with content from BBC Worldwide and All3Media, may establish it as the online TV aggregator of survival of the fittest for commercial broadcasters. The infection firm Arqiva, which bought the remnants of Project Kangaroo, is aiming to launch its own service in the coming months.

I have been using a service for a while now that offers tons and tons of stations that I can watch all while I am on the Internet. Often times I watch movies on my lunch break while at work that I would miss. There are a lot of good movies that come on during the day that I used to miss. The government has had a rethink over a licence fee payable for watching television via live internet TV services on computers and other internet enabled devices, which currently does not require the payment of a licence fee.
Jeremy Hunt the Culture repository has ruled out the introduction a licence fee for computer users, but has said that we will need to find a way to stop pack watching material paid for by the licence fee for free.
“What we’ve said very clearly is that we accept the precept of the licence fee, the idea of a mob tax to fund broadcasting that is ring-fenced,” the culture secretary Jeremy Hunt said on the Andrew Marr Show on the BBC. “We think that one of the reasons we have some of the best TV and broadcasting in the world in this res publica is because we have these different streams of income including the licence, including subscription income and including advertising.
“The way we collect it may have to be rethought because engineering is ever-changing, a lot of people are watching it on their PCs,” said Hunt. “We’re not passing to premise a PC licence fee and that is something that I do need to have discussions with the BBC to see what their ideas are.”

 “Some commentators have … foreseen the licence fee will be undermined by new technology,” it said. “The licence fee collection is currently tough reliant on the fact that close to 98% of households still use television sets (although this number has declined very slightly in the last year from 97.61% to 97.37%) and that viewing on new technologies tends to be supplementary to viewing on television.
 

“It is not yet clear whether households are likely to surrogate to internet streaming as the sole method of watching television, avoiding the use of a dedicated television set. It is clear, however, that this is happening in some segments research for the BBC Executive shows that 40% of students in halls of abidance use a laptop computer as their main way to watch TV,” it said.

People who watch TV must have a TV licence if they watch live TV, whether on broadcast networks or if streamed over the internet. A home licence covers users for any watching on a wireless device. If that device is plugged into the mains electricity then the premises must have a licence or the viewer is committing an offence, the TV Licensing Authority has previously said.
